"Commissioned by" flagrow extra field

Currently there's discuss url in extra.flagrow in composer.json

Have a field for commissioned by, which is an array, and supports the following data as an object:

• Name
• Url
• Involvement
• Consistent investment

Involvement would relate to initial or continued investment into the extension.
