What looks most likely so far:

• This looks like a serialization/escaping problem between blade output and the JS confirm window.
• The issue is probably not in the translation value itself, but in how that value is injected into the JavaScript bootstrap payload.
• If the string is HTML-escaped before JS receives it, apostrophes will show up as ' in the confirm dialog.

Likely code areas to inspect:

• manager/views/frame/1.blade.php
• the lexicon/confirm-string bootstrap that serializes manager text into JavaScript
• any helper that escapes these strings before they are placed in the confirm-window config

What is included:

• encode the manager modx.lang bootstrap payload as raw JSON instead of HTML-escaped Blade strings
• keep apostrophes and quotation marks literal inside confirm dialog text
• add a regression test for the JS payload helper and the manager frame template integration

Still reproducible near Remove Locks

Repro

• Open the manager and use the Remove Locks action.
• The confirmation dialog still shows HTML entities like ' instead of literal apostrophes.

Root Cause

The earlier quote-handling fix did not cover the manager modx.lang bootstrap itself. confirm_remove_locks was still rendered through Blade-escaped inline strings, so JavaScript received HTML entities instead of literal quotes.

Validation

Final Check

• The follow-up fix from PR #2260 is merged.
• The Remove Locks path was the last confirmed open surface for this bug family.
• There are no newer issue comments after the merged fix that suggest a remaining regression.

What Landed

• the manager modx.lang payload now reaches JavaScript through js_json(...)
• confirm_remove_locks no longer comes through Blade-escaped inline strings
• the targeted regression coverage was extended for this exact path

This one took two passes, but the second pass closed the real gap instead of stopping at the first partial win.
If the reporter still sees ' after updating to a build that includes #2260, we should reopen with the exact remaining action path and language pair.
