Side panel reflow incorrect for some resolutions

Describe the Bug

Looks like it doesn't take into account the tabs to the right of the main window, so it tries to reflow around it but sometimes it squeezes all the way down. Probably should make the column narrower?

For a certain resolution it looks like this:

And then when I make it only a tiny bit shorter vertically it does this:

Reproduction Steps

Wiggle around with the resolution in windowed mode, try to get the top of the EMI++ bar to overlap vertically with the side tabs on the main window. Then change the vertical size of the window to "squeeze out" the top bar.

Expected Result

Reflow should make sure the side column always starts at the top

Do you know if this is an EMI++ thing or a regular EMI thing?

I haven't seen it in regular EMI, so I've been assuming it's EMI++
