Issue #5 — General Department Requirements Documentation

Collect and document the general requirements that apply to the entire department. These include core functionalities and shared systems that support all subdivisions, ensuring a unified foundation for future development.

Tasks:

• Identify requirements that are transversal to all subdivisions (e.g., user management, role-based permissions, global notifications).
• Gather expectations from Gerencia and Supervisión for overarching features.
• Document shared needs such as:
  • Department-wide reporting and analytics.
  • Centralized document management.
  • Cross-subdivision communication tools.
• Define dependencies between general requirements and subdivision-specific needs.
• Produce a structured document (to be stored in /docs/requirements_general.md).

Acceptance Criteria:

• A requirements document for department-wide functionalities is created and reviewed.
• Core shared systems (user roles, notifications, reporting, etc.) are clearly outlined.
• Dependencies with subdivision requirements are documented.
• Document is version-controlled in the repository.
