Rationale

The tsc package is frequently mistaken for the tsc binary from the typescript package. While the author has added deprecation notices to the repository and included warnings when the package is used, the package itself has not been officially deprecated on npm. Not sure if this changes anything, but the package seems to have just been handed over to Microsoft.

it has, but i would still add it to the dataset since people may not see the notice it throws up
