Store sound laws in a database

The idea would be to have source and target sequences, and to then have to check how they evolve.

A proof-of-concept is needed here. What would be needed is to find some tabular format that could later be included in CLDF. It must contain sound law definitions, sound laws, and tier-information. Tier-information would later be handled by specific semantics.
