Update to ash_neo4j 0.4.0 which has transactions, sandbox

lots of failed test cases with transactions, investigating we've raised diffo-dev/bolty#24, diffo-dev/bolty#25 and most importantly diffo-dev/ash_neo4j#223

raised diffo-dev/bolty#27 which took a couple of goes, now fixed along with diffo-dev/bolty#24, diffo-dev/bolty#25 on bolty dev pending release.

the bolty testing surfaced another ash_neo4j issue with transactions, in that the create/update with relationship cypher is doing a write and expecting the new node to be available to update in the same transaction. This is related to diffo-dev/ash_neo4j#223 which will be augmented.

AshNeo4j have resolved diffo-dev/ash_neo4j#223 and diffo-dev/ash_neo4j#225.

Updated diffo to use the sandbox and test in parallel. There were a few 'time bomb' tests particularly of Diffo 'list' actions which were instance counting rather than looking for specific resources in the results, which now include stuff from other parallel runs.

Three fixes made: The three fixes made:

list specifications — replaced length == 3 count assertion with membership checks (spec1.id in ids, etc.), so parallel tests creating other specs don't pollute the count

create a service instance — replaced read_nodes(:Provider) total count with two filtered reads read_nodes(:Provider, %{uuid: spec_id}) / read_nodes(:Provider, %{uuid: instance_id}), verifying each specific node has the :Provider label without caring about other nodes in the DB

upsert a service instance — replaced Ash.read! returning all instances with a targeted get_instance_by_id on the specific UUID, confirming the upsert produced exactly that record

process_status_test.exs — migrated from BoltyHelper.start() + delete_nodes(:ProcessStatus) cleanup to AshNeo4j.Sandbox.checkout() / on_exit(&AshNeo4j.Sandbox.rollback/0), consistent with all other test files

Now we just need the bolty, ash_neo4j releases to continue, so we can use released deps.
