Independent scrolling for sandwich

  Enable the sandwiched subgoals and actions to scroll independently (similar to checkboxes and "why" text) instead of with the whole slider.

• Reason for the feature or improvement: (Example: there is no right way to exit from the application)
  After about 6 items you are no longer able to see all the subgoals/actions in the sidebar without scrolling, but this scrolls the whole slider with it. Making changes to further-down subgoals/actions requires scrolling back and forth.
