docs: add AI agent instructions (CLAUDE.md / Copilot) across toolkit repos

Summary

Roll out consistent AI agent instructions (CLAUDE.md, Copilot/agent guidelines, contribution notes) across all Device Management Toolkit repositories so contributors and AI assistants have a shared baseline for working in this codebase.

Scope

Add / refresh agent and contribution instructions in each of the following repos:
