Test rotating measurments

To reduce noise induced by using multiples parts on the same test server, we can use a VM on another server that can run all services.

So for each services we need to run etsdiff with all other services running into the VM.

For 1st campaign of test we need to use for energy:

• cgroup value
• full machine value

R&D are pretty sure that we need to deals with the full machine consumption

For Kube test we need to ensure that we can:

• create / delete a list of pod
• define on which particular physical host (test part) we create a pod
