Get EKF working on Jetson Nano

Currently working on getting #82 finished such that we can get accurate RPM data back to the Jetson and not just over serial monitor. Once we have this, then we can begin KF integration, or maybe @smriti-kumar might work on getting other sensors integrated in the meantime with the Jetson.
