Bump JProfiler to 15.x branch

Please bump the JProfiler to 15.x branch. The current 13.x version contains outdated dependencies with critical security vulnerabilities.

The dependency was updated to 15.x in both the new go-based java buildpack and in the old ruby based implementation residing in main-before-go-migration
