Add function to import data to output_repo without requiring the ProjectRepo to be clean

For the import of external static data (e.g. locally saved experimental csv data), it would be convenient to have a function that commits these to the output repo without requiring the project repo to be clean, as these results are not generated by the project repo anyways.
