Add artifact upload #716
Description
Add the ability to upload artifacts to Bencher and associate them with a Report. This should work both from the bencher CLI and from the Bare Metal runner.
For the CLI, this will likely take the form of a --artifact option for bencher run that can be specified zero to many times.
