feat(tools): enhance dependency management for tools requiring specific order

- Add `depends_on` fields for tools with strict dependencies: `lazydocker`, `kind`, `minikube`, and `kubectl`.
- Update PRD-034 in README to reflect enhanced dependency system and integration with PRD-001 (parallel installs).
- Mark related tasks as completed in `tool-dependency-update.json`.
