Add a check to see if `rules_android` is required or not

Since Bazel 8, we've needed to pull in rules_android to access rules that were previously baked into Bazel itself.

This unfortunately doesn't really work as you can't load into MODULE.bazel and declare a bazel_dep only based on some condition.

What do you need the rules_android dep for? Can you extract it out or let the user supply a rule kind?
