Create business layer

The business layer will include the following:

1. Configurator: takes as an input the YAML and config files, based on the cycler we're trying to configure and the method we're calling, it will call the appropriate function from the driver layer.
2. SchedueFileCreator: already tackled in Create ScheduleFileCreator #17. It will be invoked by the configurator depending on the cycler we're trying to configure.
3. Utils: any utilities required
