Hypernative integration: Pool Pause configuration

Summary

The current Hypernative integration sets up rate provider monitoring upon rate provider code-review PR merges. We shall adjust the code-base to integrate the monitoring solution with custom agents and actions for pool pausing. This should be limited to Balancer v3 pools

Specifications

Upon rate provider merge, adjust the Hypernative setup to

• hook up actions to custom agents. e.g. ETH_BALANCER V3 Rate Provider pause to custom agent XYZrate-revert
• adjust rules for rate provider deviation thresholds and alerts (current setup might lead to false positives)

TODOs

• Coordinate with HN that the newly set up actions work / simulate correctly
• coordinate with HN on how to correctly hook up actions / custom agents via API
