Redundant Sign In button on ResourceVault page

There is an extra 'sign in'button in the 'ResourceVault' page even though that option is already present in the navbar.

Steps to Reproduce:

1. Navigate to the ResourceVault page.
2. Observe the Sign In button on the page.
3. Compare with the navbar – the functionality is already present.
