[BUG] Project budget doesn't render for non-admin users

Describe the bug
When logged in as a non-privileged user viewing the projects pane the budget shows with NaN values. Budget shows correctly for admin users

Steps to reproduce
Access the project view as a non-admin user, values are NaN:

As an admin:

Expected behavior
Values should be available

As above

Thanks for reporting the issue. We will try to reproduce it and reply back based on our investigation.

Note that not showing budget information to non admin users is by design. We will remove the budget name from the projects page for non-admin users in future releases.

The ability for project members to have visibility of budget consumption within the RES portal is a frequent request from users:

1. Please make this a feature of the improved permissions framework instead
2. Please consider consulting with programmes deploying the solution (we're enterprise support users)
