Burr release scripts for apache

Going through the first release, will want to improve it for next time

Things to do:

1. Create the build automatically (or make it really easy)
2. Upload + sign everything with SVN
3. Add qualification scripts

Looking at the merged PRs (#595, #599, #604, #609, #625, #628), the release pipeline is in place now — archive creation, signing, SVN upload, and verification are all covered in scripts/apache_release.py. The first release (0.41.0-incubating) went through successfully. Is there anything still missing here or can we close?

@elijahbenizzy @skrawcz all three items from the original description are covered now: build automation, SVN upload with signing, and verification scripts. The 0.41.0 release went through the full pipeline successfully. This can be closed.
