[SOLIDITY] Support for 0.4.25 / 0.5.x

My understanding is that the current kernel support Solidity 0.4.15, which is a bit outdated.

Solidity 0.4 line is current at:

https://github.com/ethereum/solidity/releases/tag/v0.4.25

When will the newer version of the 0.4 line be supported?

And are there plans to support the 0.5 line ?

We probably will just support some solidity important features in the following months cause we wish the Aion devs can use AVM instead of the solidity when we push the AVM into the blockchain network this year.
