Add performance indicator that monitors replication delay

Summary

To the best of my knowledge there is no easy way to check what an average replication delay is. This can be very useful metric in cross data center deployment.

Implement new replication delay performance indicator.

Workarounds/Alternatives

None I am aware of.

One workaround or alternative could be use of the approximate-delay metric; however, I am not currently sure how it is reliable or informative.
