Use the folder notes approach for organizing rss files

1. Use the ' folder notes` plugin settings (if available) to determine where the folder notes live (next-to or inside a folder). Write the code in a way that it looks in both locations.
2. Use the ' folder notes` plugin settings (if available) to generate dashboard filenames.
3. Move the RSS dashboard to the Feeds folder and only show feed and item related data. such as:
   • feed status table
   • curated items
