Only show relevant calls and instruments in the table filters for Proposer reader role #1562

What is the problem and why is it a problem
Change the call and instrument filters in the proposal reader table to only show calls and instruments associated with the tags attached to the role
Currently all Calls/Instruments are appearing in the filters even when only a subset is associated with the role
