Read-only roles - Implement Tags in Read-only page flows

Similar to #1554, we need to check and implement the tags for read-only page flows. Which ever issue is picked up first needs to work on the setting up tags task.

Need to check with EG on whether there is a need to implement grouping of this tags(CLF - LSF, HPL, Artemis) and decide how to achieve it.
