Add the scraper and parser for degrees

Add the scraper and parser for degrees from https://academics.utdallas.edu/degrees/.
As always, push the schema over nebula-api to get merged before making a PR of the scraper and parser on api-tools.
It's always best to follow the approach of existing scrapers in the project.

@mikehquan19 I had to update the schema so I made another pr to nebula-api. Once you merge that in the parser and scraper are finished!

@Yogeb-tech , I just tested your code, there are a couple of things:

1. Your scraper scrapes the entire webpage, right? I would say, it would be better if the scraper just saved the part that contains the html content to degreesScraped.html instead of saving the css and js stuff along with it. That way, it would be easier for making changes to the scraper in the future.
2. When I run the scraper, somehow it generates a degrees directory that doesn't really do or contain anything, can you fix that?
3. For area_of_interest in this:

Is there anyway to make everything capitalized? Also for degree_options.level, I think only DBA would be cleaner

4. If there's a chance that you can utilize the methods from utils/methods, like saving files, just make sure to do that. But there should be no problems here cuz I've seen you doing that.

Yeah I'll work to address all the issues here. I just have a small question, why make everything capitalized over lowercase, is there a advantage to it that I'm unaware of? Is it possibly so each tag closely resembles an enum of areas-of-interest?

I'll still do it - I'm just wondering about the intent behind this decision.
