The alternative enchating formula is implemented in a terrible way, and it's really not clear to users what exactly its doing. At the very least, it needs to be better documented. In reality, it should be replaced with something better and the game patch itself should be changed to be able to give more control over the final results of the weapon charge formula.
In reality, none of this matters unless users get the SKSE cosave plugin for weapon enchantments, which should probably also be documented.
