Rules dialog gets shown on unregistration even though it's disabled in config

Steps to reproduce:

1. Disable the rules dialog in config and reload the plugin/restart the server:

rules-dialog:
  enabled: false

2. Use /unregister <password> or /authme unregister <player>
3. The player gets unregistered and gets shown the rules dialog, even though it's disabled

Expected behavior:
The rules dialog shouldn't be shown at all and the player should simply be shown the register dialog instead
