"On this page" links don't work

I tried in Firefox, Safari, and Chrome. I had no browser extensions enabled in the latter two.

It doesn't appear to be page specific, but I noticed it on https://tanstack.com/router/latest/docs/how-to/test-file-based-routing

Just ran into the same issue while reading the docs and took a quick look at the code.
I think the cause is the resetScroll={false} prop on the TOC in src/components/Toc.tsx.

In @tanstack/react-router's scroll-restoration.ts, the onRendered handler early returns when router.resetNextScroll === false, so the hashScrollIntoView branch below it never runs.
