LTI Check if sends grade on initial load

Check if Marginalia LTI sends grade to BlackBoard when visiting via BB Link...
If user has grades - marginalia should try submitting it on load from BB Link. Not just when creating another comment...

I don't remember if it already worked like this - if not, it should.
