When you use the option 'Change frame rate', it default fills the 'From' with the frame rate of the loaded video, but in most cases one would have loaded a subtitle based on a different frame rate, so it would make much more sense to default fill the 'To' with the frame rate of the loaded video. (I never came across a situation where I have ever needed it to be otherwise).
