Setup Plugin ID Constants in Plugins

There are several locations in tests and aggregate plug-ins which reference the IDs of other plug-ins. The StarChart IDs should be coded as constants into their respective implementations, and external plug-ins should either be hunted down in Gradle source or added to a constant file
