Rewrite the whole of tracking.py

• Not clear this whole file works
• Currently adds tracking data to photo_object - as this gets back to the client webpage. But it also ends up in the .np file, but probably should be in a separate json file): code.
• I started trying to add colour-tag id code --> need to make separate module.
