We should have a template for the stale bot

Iris' [`stale.yml`](https://github.com/SciTools/iris/blob/main/.github/workflows/stale.yml) workflow has gone through lots of TLC to be as effective as possible (e.g. SciTools/iris#7036). We should be sharing this via a template.
