Updates for nomadhelper.html

We had a couple problems that we need to fix for nomadhelper.html related to this issue: Moonshine-IDE/Super.Human.Portal#83

nomadhelper.html should be copied from the Super.Human.Portal installation rather than using a template/file in the provisioner.

We need to fix the CORS errors. I had reported some fixes here: Moonshine-IDE/Super.Human.Portal#57 (comment)

And @MarkProminic reported that we need to update the OIDC internet site document:

I see there is already conditional code to copy nomadhelper.html from Super.Human.Portal, but I see both cases use the same condition:

          when: shp_nomadhelper_check.stat.exists

As a heads up, nomadhelper.html is currently missing from the release build. I'm planning to manually add it to avoid breaking this logic.
