Error with loading PHR in IE11

This issue was linked to #176

PHR loads (but it's takes time) in IE11, but there is another issue now. Loaded PHR looks like this: https://www.screencast.com/t/fKtpSYDpGPe

The error is:
SCRIPT438: Object does not support property or method "startsWith"
main.js (1,1153597)

Asked Oleg to look into it.

UPD:
The problem with "startsWith" method is that this method isn't supported in IE11:

Also, Oleg said that right now IE11 crushes whole app, the reason could be in this method.
Will look into the way if/how we could solve this.

Oleg fixed the issue with the method "startsWith" but now there is another error, that doesn't allow to load the site.
Oleg looking into it.
