Add Tiers to mods on magic/rare items

Is your feature request related to a problem?

I'd like to be able to paste items either from trade or from ninja (copy item) into POB and have it state which tier a stat falls into. For example, if I copy a random bow and paste into POB, it would be nice to know that 169-310 fire damage is a T2 roll or 16% crit is T5, etc.

Add [T#] beside each mod once it's pasted into POB

@aeclasik this is impossible for us to determine due to the existence of hybrid modifiers. When you copy/paste from PoE Trade site you get a raw total value for a modifier. We have no way of knowing if the increase to maximum life is a really good T1 roll or a T2 roll with a 2nd modifier that does +# to Armour and +# to maximum Life.

In order to support this request, we need to bother GGG to provide an advanced copy/paste capability which provides tier value from their end.
