The street name is interpreted as the PAO if no house number is specified

This is a two-pronged problem, firstly, there's no pao, and secondly there's (currently) no way to convert shortened versions of street prefixes. Easily fixed though - I've got some code somewhere that does that.

@MurrayData can give us an opinion on that but I believe that a missing PAO is not a strange situation. If the principle for delivery services for example is that addresses are valid as long as they are unambiguous, a street name without a house number or name looks like a case that is easy to find in the real world, as in Greenwich's Royal Observatory example I started from.

In this particular scenario, this is only an issue because the street suffix is "rd", rather than "road", so isn't getting recognised as a street. I had a fix for this somewhere else, but I can't find it now, so I'm in the process of sorting something.

However, this is not as trivial as I thought, as simply replacing st with street for example, will cause issues with roads like St John's St. I'll open up a PR with a partial solution, but will need feedback / help to fix the failing test
