How to add a symdefs file in Keil Studio

How to add a symdefs file in Keil Studio? I added the rom_symbol.icf file but encountered a format error. I also tried rom_symbol_mbedtls_20200709, but it didn't seem to work in Keil Studio

The solution is to add a category. See Open-CMSIS-Pack/cmsis-toolbox#559

This should go into documentation.
