CI: Add Windows 2-GPU runners

I was an idiot and did not realize this sooner. Our VM-based CI infra allows arbitrary OS, Linux or Windows, so the existing 2-GPU runners can also be used to run (native) Windows tests. @jrcichra told me offline that this is confirmed working.
