Option to hide buttons when a container is empty and not hidden

Motivation

This feature would look nice!

Feature Description

QuickLoot comes with an option to fade out empty loot containers. The interaction icons are still visible in this case. I think it'd look much nicer to be able to hide these buttons on visible empty container.

They are excluded from the transparent elements on purpose since we hide the vanilla activation prompt, so otherwise there would be no prompt on screen at all.

I've been considering how to consolidate all of these niche UI change requests for a while how and I'm starting to think that it might be worthwhile adding a separate config file that's processed by the swf to control things like that.
