Add Import feature

I just ermembered there's no Mai2 or Chu3 import. It should probably show up on the homepage as an announcement when users have no data and as a link.

Maybe it can also be hidden somewhere else so people can still import after the fact, I dunno

Toss it in settings under some weird Danger Zone section maybe
