Create 3D DICOM loader

It would be nice with a vendor-neutral Image3dAPI loader implementation for reading 3D DICOM files. The loader could potentially be open-sourced and part of this repo.

to clarify: this is to create a loader capable of reading DICOM Enhanced US Volume IOD image, a.k.a. DICOM 3D Standard, a.k.a. DICOM Supplement 43.

Sorry. I never used this platform but I need to load 3D GE dicom images for segmentation and 3D printing. I'm using 3D slicer so far. How can I use your solution?

You'll need to contact each vendor directly if you're interested in loading 3D ultrasound data from GE or other vendor. Loaders are not found in this repo.
