SCH Slots skipped and Message Limit Errors

Describe the bug
SCH app dropping messages and skipping slots

To Reproduce
Occurs in latest build, just make the system

Expected behavior
No slots should be skipped or error messages regarding message limits

Code snips
EVS Port1 42/1/SCH 18: Multiple slots processed: slot = 0, count = 5
EVS Port1 42/1/SCH 17: Slots skipped: slot = 5, count = 96
EVS Port1 42/1/SCH 21: Major Frame Sync too noisy (Slot 0). Disabling synchronization.
EVS Port1 42/1/SCH 17: Slots skipped: slot = 2, count = 98
EVS Port1 42/1/CFE_SB 17: Msg Limit Err,MsgId 0x801,pipe TO_TLM_PIPE_0,sender CFE_EVS

System observed on:
Ubuntu:Bionic VM, latest master build
