Release neuron for arm64 linux

Do we have an arm64 Linux computer for testing Neuron? If not, could you create one? @guomaoqiu

The Ubuntu arm64 package result can not open at ubuntu arm64. I guess it may be an issue with electron-builder because electron-react-boilerplate has the same issue, the electron-react-boilerplate is a boilerplate without any native module. So I open an issue electron-userland/electron-builder#7835, and then I will keep my eyes on it.
