Add Phase 2.5 layer ablation experiments

- Add 27 experiments testing keep_layer1, keep_layer4, keep_fc
- Update total experiments from 63 to 90
- Add monitoring commands for all ablation types
- Update execution strategy to include Phase 2.5 in Wave 2
