Allow search to match accented characters to unaccented equivalent

On the emergencies page, searching Turkiye doesn't bring up any results for Türkiye.

Since a lot of keyboards won't have easy access to accented characters, can the search be made to work for both the accented characters and their unaccented equivalents?

tested using diacritics-neutralize plugin for datatables (which powers the site's tables) but couldn't get the config to work. leaving this note in case i come back to this issue
