No maintenance key in mongoDB

Describe the bug
There is no docs.maintenance key after deploying the bot for the first time. MongoDB cluster must not have the maintenance key.

To Reproduce
Steps to reproduce the behavior:

1. Follow deployment instructions
2. Wait for it to connect to mongoDB
3. An error will be thrown

Expected behavior
There will be a default false value for maintenance on first deployment
