make the --help command work

my use of parent parsers and stuff makes the help command basically completely useless, fix this :)

the help command kind of works:

$ dump backup --help

but just:

$ dump --help

doesn't work. I figured this out for Captain at some point, I just need to figure out what I'm doing different in Captain and add it here
